The model of the memorial complex was approved by Metropolitan Vladimir of St. Petersburg and Ladoga. The authors of the memorial complex and the cross-shaped monument are V.I. Mukhin, M.A. Bunin, and Y.V. Zatykin. The monument church was designed by architect S.N. Antonov.
