It was constructed according to the program of the Ministry of Defence of the Russian Federation "Saint-Petersburg is the military-science and military- industrial centre of the country" with the support of the Saint-Petersburg administration. Architectural memorials devoted to the history of the Guard Regiments of the Russian Empire will be constructed in places of quartering troops in the Northen capital and then round the country according to this program. Commemorative sign was designed by the architecture studio "Darsi". Its granite components were made and constructed using means and money of the company "Baltic Building Stone" , a part of the building compay BSK . Team of contributors of the design was the tandem of well-known urban archtects of the architecture studio "Darsi" and military architects of the Saint Petersburg Military Engineering- Technology University. Sculptor V.N. Filippov was the head of the design, V.V. Smolin was the chief architect of the design, V.N. Golovkin was the architect of the design. Colonel E.E. Lavrushin, Doctor of architecture, the head of the department of the Saint Petersburg Military Engineering- Technology University, and Professor V.I.
